What is Utilities Counseling?
Consumer Protection Association Counselor Staff help to assist
a Participant to:
Understand their rights regarding the utility companies
Assist with payment plans
To help negotiate on behalf of the Participant for continuance
depending on circumstance
To understand current programs and benefits associated with
utilities
To help the Participant to become financially literate to
avoid needing further assistance
What do I need to be eligible for an appointment?
First, visit or call the Consumer Protection Association:

Bring the following with you:
A copy of your current utility bills
Photo ID Current
Proof of your Income
Any other assistance you may have such as PRC
Does Consumer Protection Association pay my utility
bills?
No, CPA works directly with the Neighborhood Family Service
Centers of Greater Cleveland, the utility companies, and other
agencies to assist the participant. By providing knowledge
to help empower an individual, CPA helps in the procreation
of financial literacy and independence.
What if my utility services were disconnected or I
moved to a new location?
You must contact the appropriate utility company and establish
or re-establish services by asking for a pending account number.
Bring this with you along with the other aforementioned identification
to your appointment with a CPA Counselor.
I am not able to use H.E.A.P.
or PRC. What now?
You may still be able to establish a payment plan with the
utility company depending on your ability to pay.
